本研究目的旨在探討澳門博彩教育機構之博彩教育課程實行方式與內容,以及瞭解博彩教育機構與博彩事業之間合作關係與現今博彩訓練機構所面臨之相關問題。本研究之研究對象為澳門旅遊博彩技術培訓中心,藉由深度訪談與文獻分析做為資料蒐集之主要方式。本研究結論如下:
一、澳門博彩教育是由政府所主導,在成立初期借重美國大西洋城之經驗,其博彩教育實行之目的,是為有志從事旅遊博彩業的人士提供具體靈活的優質培訓課程,使其能順利就業,並提昇該行業從業人員的素質,促進本地人力資源優化。
二、博彩教育機構與博彩事業業者間的合作關係,由於政府機構需要保持中立,不得與博彩事業有資金往來,故兩者主要建立在人力與資源的交流,僅是雙方簽訂合作協議。博彩教育機構與博彩事業業者合作協議之重點在於合辦各種培訓課程,然博彩教育機構雖然代替政府協助訓練博彩從業人員,但受訓後的學員進入各家博彩機構之後,仍需由博彩事業各自進行內部新人的從新培訓,這樣的狀況似乎也顯示博彩教育機構所安排的訓練課程與業者的需求,可能有某種程度的落差,以致造成教育資源浪費、重複使用的問題。
三、現今,澳門博彩機構所面臨之最大問題,在於博彩業尚未能採行博彩從業員需持證上崗的機制以及現行博彩機構與博彩事業業者間相互衝突之培訓內容,故在資源整合與調配上仍有待加強。
未來臺灣在發展博彩產業方面,可以參考澳門的發展經驗,重視博彩教育之規劃,並取其所長,補其不足,透過制訂相關法條規定,保障博彩從業人員的工作權益等,以完善博彩業的人力資源管理。
英文摘要
The asset scale of pension funds of our country is continue to progress. In order to combine the asset management with civil resources and to increase the performance of the investment, the percentage of pension fund management outsourcing has also been growing year by year. In order to ensure the quality of management outsourcing, besides a conscientious screening procedure, a well-framed supervisory mechanism is also required to ensure the safety of fund asset. The main theme of the study focuses on the supervisory mechanism of the public service pension fund by taking OLC theory as the core structure of the study, and it separates the outsourcing steps of the public service pension fund into three main parts, the preliminary step, the processing step and the assessing step. By analyzing managerial strategies in each steps and the results of case study, it is hoped that this study can bring up the solution to the problems met when the mechanism is put into practice.
The main conclusions of this study are as the following:
1. The main strategy of the preliminary step: is suggested to analyze the important items of supervision before outsourcing process, and to combine screening procedure with contract specifications as the guidelines for future supervision
2. The main strategy of the processing step: is suggested to proceed through performance monitoring, regular communication meetings and operations checking on a regular and irregular basis, and to strengthen the effectiveness of communication and regular meetings; and to strengthen on the spot project checks, which provide mutual learning opportunities.
3. The main strategy of the assessing step: is suggested to put equal weight on both performance in the assessing step, and a quantitative risk measure system combined with standardized reviewing mechanism should be established to provide an objective reference for Supervision.
